Policy Statement
Smilers Pre-School is a department of a non-profit-making charity. It is our intention to introduce a fee policy that is fair and reasonable for all families and to ensure that the Pre-school is financially viable. Providing a high quality, safe and stimulating service for children is expensive and to ensure the continued high standards and sustainability of the provision, we ask that parents respect our policy regarding fees.
Procedures
· When a child is offered a place a £30 holding fee is due. Then sessions will be allocated. If your child has a funded place this money will be returned to you within the first month of your child starting at Smilers, or used to fund lunch clubs (if applicable). If they have a paying place this will be deducted from their first invoice.
· Fees are due at the beginning of each term and an invoice will be issued with relevant sessions and dates detailed.
· The level of fees set is reviewed annually by the committee in light of the setting’s financial position and broader economic or social considerations.
· Fees are charged per session and are applicable if a child is absent through sickness or holiday.
· In the event of Smilers being unable to open, parents will be given as much notice as is reasonably possible.
· We would prefer payments to be made by bank transfer the details are listed on the invoice, but you may pay by cash, Government childcare vouchers or cheque. Cheques should be made payable to: ‘Smilers @ WBC’.
· We are registered with several voucher schemes. Please speak to the Treasurer for details.
· The Free Early Education for three and four year olds begins the full term after their third birthday as detailed below and will entitle the child to a maximum of 15/27* hours per week over 38 weeks in 3 hourly blocks, depending upon eligibility* and availability.
Children who are born on or between: Will become eligible for funding from:
1 April and 31 August September, following their 2nd / 3rd birthday
1 September and 31 December January, following their 2nd / 3rd birthday
1 January and 31 March April, following their 2nd / 3rd birthday
· Early Years Pupil Premium (EYPP) and Free for 2 (FF2) may be available for some children.
If you think you may be eligible, please speak to the Manager.
The hours are offered in the following formats:
Full day – 9am-3.30pm
6 hours + ½ hour extra charge
Morning session – 9am – 12.00
3 hours
Morning session – 9.00 – 12.30pm
3 hours + ½ extra charge
Afternoon session – 12.00 – 3.30pm
3 hours + ½ extra charge
Afternoon session – 12.30pm – 3.30pm

· Children attending non-funded sessions in addition to their Free Early Education will be charged at our current rates. You will be invoiced in the usual way showing how many free hours your child is receiving in that period and what the additional charges are.
· The lunch time session is from 12.00 – 12.30pm and payment is not included in the session fee.
· Money collected from the lunch club session is used to further enhance our provision for the children.
· Parents should inform the Management team if there is any difficulty with the payment of fees. Alternative arrangements may be possible in cases of genuine financial difficulties.
· Non-payment of fees may mean a child losing their place at Smilers Pre-school.
· Children in receipt of Free Early Education will be unable to access any additional fee paying hours until outstanding fees are settled.
· In the case of late fees a verbal reminder will be given when fees are two weeks late. This will be followed by a written reminder from the committee 7-14 days later.
· If these fees are then not settled within a further 14 days Smilers Pre-school reserves the right to reallocate the child’s place.
Changes to sessions attended:
· If a child leaves the setting before moving to school, or reduces the number of sessions attended, parents must give at least two weeks’ notice of the leaving date in writing, this applies only to fee paying children
· Fees will be payable until that date.
Extra sessions:
· If occasional extra sessions are required due to appointments or emergencies, this may be possible. Parents should speak to the Management team in this instance. Extra sessions will be charged at the normal sessional rate.
